-Velim MLA calls for smooth implementation of Goa Ujjwala Yojana, says three-refill assistance must reach families directly and on time
Velim MLA Cruz Silva has called upon the government to ensure that the financial assistance provided under the Goa Ujjwala Yojana reaches every eligible household without unnecessary delays, confusion or procedural difficulties, stressing that the real measure of the scheme will be its effective delivery to families.
Under the newly notified scheme, eligible households will receive financial assistance equivalent to the average cost of three domestic LPG refills in a financial year, with the assistance to be transferred through Direct Benefit Transfer (DBT) in a single instalment.
Silva said cooking gas is an essential and recurring household expenditure and that the three-refill assistance can provide direct relief to family budgets.
“The most important thing now is that the benefit reaches every eligible household without unnecessary delays, confusion or procedural difficulties. A government scheme should not remain only on paper. Its success must be measured by whether the intended beneficiary actually receives the assistance smoothly and on time,” Silva said.
Make the process simple for ordinary families
Silva said the administration should ensure that beneficiaries are clearly informed about their eligibility, the amount of assistance, the payment process and the mechanism available if the benefit is not received.
The scheme provides for identification of existing Griha Aadhaar beneficiaries and female beneficiaries of the Dayanand Social Security Scheme through existing databases, subject to verification of their LPG or PNG connection. Other eligible persons can apply by submitting the prescribed documents, including LPG/PNG connection details, Aadhaar, EPIC and bank-related documents.
“Where the government already has the required information, beneficiaries should not be unnecessarily burdened with repeated documentation. For those who have to apply, the procedure should be simple, transparent and properly explained,” Silva said.
No genuine beneficiary should be left out due to technical issues
Silva said particular attention should be given to cases where eligible beneficiaries face problems relating to Aadhaar authentication, bank details, LPG connection verification or database mismatches.
“Technology should make delivery easier. It should not become a reason for a genuine beneficiary to be excluded. If there is a mismatch or technical problem, there must be a quick mechanism to identify it and rectify it,” he said.
The notification provides a grievance mechanism through the Taluka Assistant Director, with an appeal provision before the Director of Civil Supplies and Consumer Affairs in cases involving rejection, non-inclusion or non-receipt of the benefit.
